China’s State Council has given the green light to a pilot project that enables qualified Sino-foreign joint venture tour operators in Beijing to conduct outbound tourism services for Chinese nationals, including operating tours to Hong Kong and Macau.

According to the “State Council’s Approval for Development of the Comprehensive Service Industry Pilot Project in Beijing City”, the State government has temporarily adjusted rules regarding the official approval and restrictions on holdings ratio of Sino-foreign joint ventures, effective immediately till May 5, 2018, enabling joint venture tour operators to operate outbound tourism services and tours to Hong Kong and Macau.
Relevant State Council departments and Beijing Metropolitan Peoples Government will formulate guidelines and documents related to the provisional revisions immediately and establish an administration system for the pilot project.
The State Council will review the policy and make adjustments upon the expiry of the pilot project.(Translation by David)
